Wingrave with Rowsham

Parish Plan - 2004

1. Introduction

Wingrave is a compact hill village set on the edge of the Vale of Aylesbury. With its recreation ground surrounded by Rothschild cottages it had the benefit of a Village Plan produced in 1967 by Casson Condor & Partners and parts of the village were designated Conservation Areas in 1980. Several historical studies (The Great Upheaval – an account of the Enclosure of Wingrave and Rowsham, and Wingrave – a Rothschild village in the Vale) have been published in recent years and a well-illustrated book Wingrave with Rowsham 2000 recorded a snapshot of the present day community. But, after 36 years, the Parish Council recognised the need for looking forward into the 21st Century and, with help from Bucks Community Action and grant-aid from the Countryside Agency, has sponsored the production of this Parish Plan.

The Plan has been produced in just over one year, inspired by residents and drawn from:

  • two public meetings seeking views on a wide range of topics

  • two photographic ‘blitz’ days highlighting visual attractions and eyesores,

  • feedback from questionnaires and draft Action Plans circulated to all residents,

  • input from the village schoolchildren.

The purpose of the Parish Plan is to seek, rather than to give, solutions to issues highlighted by the feedback, especially housing; traffic and parking; footpaths, cycle paths and bridleways; care of the environment and consideration of the Conservation Areas – the latter by special request of the Parish Council.

Consultations have been held with the local and county council officers and it is hoped that recommendations in this Parish Plan will be accepted as Supplementary Planning Guidance.

Finally, this Parish Plan is not regarded as an inflexible document; it is intended that it should be reviewed and revised periodically so that it remains relevant to the community aspirations and needs.
